It's basically a bookmark for the scroll position. It comes in handy when you are reading a really long article but are unable to or don't want to finish it in one go, so it lets you save the scroll position and whenever you visit the page again the extension will automatically fetch the last saved scroll position.
Also, its completely [open source](https://github.com/devfolioco/scrroll-in) so feel free to open an issue/ pull request for something that can be improved.

If I compare I would say the UI is different and both offer a different user experience, but the functionality is the same. I guess it’s preference.
