[RailsInstaller](http://railsinstaller.org/en) will get you up and running quickly on Rails. I used Windows to start, but do most of my dev in linux now for other reasons not related to RoR.
Here is a question to piggyback on the existing question. Would it be better to learn on a Linux, Windows, or Mac machine if this is a career move? Basically, if I’m a Windows guy and I’m making a career change to web development, should I make the investment to Mac and get use to the hardware/ecosystem? Or will I find that hardware is not skewed in one direction or the other? I’ve heard that many programmers and developers use Macs.

Further to others’ answers, you could also run Linux in a VirtualBox VM, and then learn on that.
